One of the first things I think of is maintenance. We have many clients moving towards terminal services simply because you maintain a few servers (depending on the number of users) rather than multiple machines. With VPN, you would be installing on the local workstations (Presumably, unless you were doing some combination of VPN and RDP).

If no VPN is required I have setup a VPN with the Unifi USG. I am able to connect to it. I am able to ping all devices on the network except the Terminal Server. I am able to Remote Desktop to a normal workstation so I believe the port 3389 is open and working.
